Teams are allowed to bid on a free agent even if that bid will put them over the salary cap. This way a team will not have to drop a player and then not win the free agent auction. With this said, if you win a free agent and become over the salary cap, you will have 24 hours from the time that you win the free agent to do whatever is necessary to get under the cap. If you do not get under the cap within those 24 hours, your bid will become invalid and the next highest bidder will win the free agent. If there is no other bidder then that player's auction must be restarted from scratch, but the team that was the only bidder must wait 10 days before they can bid on that player.
Example: - Blue Jays have $1 Mil available in cap space - They win Player A at $1.5 Mil at 10:00am (Day 1) - Commish officially announces the winning bid at 5:00pm (Day 1) - Blue Jays must get under the cap by 10:00am (Day2)
So the 24 hours starts after you win the bid, not when the commish makes it official.
